Notice on the Application Guidelines for Supporting Foreign Trade Enterprises in Beijing to Enhance International Business Capabilities
I. Supported Entities and Application Conditions
Projects where foreign trade enterprises independently carry out activities to enhance international business capabilities are enterprise projects; projects where eligible enterprises or social organizations (hereinafter referred to as 'project organizing units') organize foreign trade enterprises to participate in training are group projects.
(1) Foreign trade enterprises applying for enterprise projects shall meet the following conditions
1. Enterprise legal persons registered for industrial and commercial operations in the Beijing area, who have lawfully obtained import and export business qualifications or lawfully completed filing and registration as foreign trade operators (foreign trade enterprises confirmed to be within the free trade zone are not required to provide 'Filing and Registration of Foreign Trade Operators');
2. Possess professional personnel engaged in international market development, with clear work arrangements and market development plans for exploring international markets.
3. Enterprise classification:
(1) Small and medium-sized foreign trade enterprises
In addition to meeting the foreign trade enterprise conditions stipulated in Articles 1 and 2, the import and export volume according to customs statistics in the previous year shall be less than 65 million US dollars.
(2) 'Dual-independent' enterprises
In addition to meeting the foreign trade enterprise conditions stipulated in Articles 1 and 2, enterprises must also meet one of the following conditions:
①拥有境内及出口市场(含港、澳、台地区,下同)注册商标;
②拥有境内及出口市场专利(包括发明专利、实用新型专利和外观设计专利,下同);
③拥有境外市场注册商标及出口市场市场专利;
In principle, the holder of the trademark or patent should be the enterprise applying for support funds (hereinafter referred to as 'the enterprise').
The following situations are deemed as the enterprise holding the trademark or patent:
First, the holder is a domestic parent company that wholly owns the enterprise;
Second, the holder is a domestic subsidiary wholly owned by the enterprise;
Third, the holder is a subsidiary wholly owned by the enterprise, which is independently established as a subsidiary by a domestic subsidiary wholly owned by the enterprise within China.
Fourth, enterprises recognized as 'China Time-honored Brands' by the Ministry of Commerce.
(3) Foreign trade comprehensive service enterprises
Foreign trade comprehensive service enterprises refer to enterprises that possess foreign trade operator qualifications, accept commissions from domestic and foreign clients, and provide clients with comprehensive services such as customs declaration and inspection, logistics, tax rebates, settlement, financing, credit insurance, factoring, and supply chain management.
In addition to meeting the foreign trade enterprise conditions stipulated in Articles 1 and 2, they shall also be enterprises that have been included in the Ministry of Commerce's pilot enterprises for foreign trade comprehensive services or recognized as demonstration enterprises for foreign trade comprehensive services by Beijing.
(4) Foreign trade enterprises in the China (Beijing) Pilot Free Trade Zone
Foreign trade enterprises registered in the China (Beijing) Pilot Free Trade Zone that carry out international market development business.
(5) Foreign trade enterprises that have obtained national high-tech recognition
Foreign trade enterprises that have obtained national high-tech recognition, hold the national 'High-Tech Enterprise Certificate,' and carry out international market development business within the validity period of the certificate.
(2) Project organizing units applying for group projects shall meet the following conditions
Units registered in Beijing that organize training for foreign trade enterprises with content aimed at enhancing enterprises' international business capabilities and that have not defaulted on payable or refundable fiscal funds. Among them, enterprises applying for group projects shall also meet the following conditions: enterprises that provide services such as customs declaration and inspection, logistics, tax rebates, financing, and credit insurance to foreign trade enterprises, as well as other enterprises undertaking public service functions for foreign trade.
(3) If the circumstances specified in Article 10 of the "Beijing Municipal Implementation Rules for the Management of Foreign Economic and Trade Development Funds" (Jing Shang Wu Cai Wu Zi [2018] No. 23) exist, support shall not be provided.

III. Support Content and Standards

Notes:
1. "Dual-self" enterprises must register on the "Foreign Trade Enterprise Information Management System" (Beijing Municipal Commerce Bureau portal --- Foreign Trade Stable Growth) and pass the review.
2. Units that have received financial support for two consecutive years but still have no import/export business shall be suspended from applying in the current year.
3. The support ratio is generally 50%; the support ratio for expanding into emerging international markets such as Latin America, Africa, the Middle East, Eastern Europe, Southeast Asia, and Central Asia may be increased to 70%, and the support ratio for product certification, credit product purchase fees, "Three Same" logo licensing fees for domestic and export products of export enterprises, and booth fees for online international exhibitions (domestic and overseas) may be increased to 70%.
IV. Support Priorities
(1) Priority support shall be given to activities of "dual-self" enterprises with independent brands and independent intellectual property rights in exploring international markets;
(2) Priority support shall be given to foreign trade enterprises registered in the China (Beijing) Pilot Free Trade Zone and foreign trade enterprises that have obtained national high-tech enterprise certification in their efforts to explore international markets and related activities.
(3) Priority support shall be given to enterprises participating in international exhibitions, obtaining product certifications, registering trademarks abroad, and applying for patents abroad.
(4) Priority support shall be given to expansion activities targeting emerging international markets such as Latin America, Africa, the Middle East, Eastern Europe, Southeast Asia, and Central Asia, as well as countries along the Belt and Road.
V. Funding Support Standards
(1) Projects that meet the support content and have expenditures exceeding RMB 10,000 (including RMB 10,000) shall be supported (expenditures for international market research trips, online international exhibitions, and improved financing service projects may be less than RMB 10,000).
(2) The support ratio is generally 50%. The support ratio for expansion into emerging international markets such as Latin America, Africa, the Middle East, Eastern Europe, Southeast Asia, and Central Asia may be increased to 70%. The support ratio for product certification fees, credit information product purchase fees, licensing fees for the use of the 'Three Same' mark for export and domestic products of export enterprises, and booth fees for online international exhibitions (domestic and overseas) may be increased to 70%.
(3) The maximum support amount for each enterprise project shall not exceed RMB 300,000 (except for improved financing services and product certification projects).
(4) The cumulative market development funding support received by each enterprise in a given year shall not exceed RMB 1,000,000 (except for 'dual self-owned' enterprises and comprehensive foreign trade service enterprises).
