Notice issued by the Chongqing Municipal Finance Bureau on the Issuance of the Application Guide for the 2024 Chongqing Municipal Commerce Development Special Funds Projects (Second Batch)
I. List of Supported Projects and Application Conditions
(I) Service Trade Projects.
1. Investment, Construction, and Operation Projects.
(1) Projects to Enhance Public Service Capacity. (Support will be provided for public platforms such as international service outsourcing technology platforms, training platforms, information platforms, service trade exhibition platforms, trading platforms, comprehensive service platforms, and inspection and testing platforms, for improving and enhancing relevant public service capabilities.)
(2) Talent Training Subsidy Projects. (Support will be provided for international service outsourcing enterprises that newly recruit employees with associate degrees or above to engage in international service outsourcing work, sign labor contracts of more than one year (including one year), and carry out pre-job training.)
(3) Cultural Export Production Cost Subsidies. (Support will be provided for translation fees, dubbing and scoring fees, and composition fees required for exported cultural products or services.)
(4) Support for Enterprise R&D and Digital Transformation Activities. (Support will be provided for related expenses incurred by service outsourcing enterprises in carrying out R&D and digital transformation activities to improve their capacity, level, and quality of undertaking international service outsourcing.)
2. Market Development Projects.
(5) International Certification Subsidy Projects. (Support will be provided for relevant international certifications such as CMM certification and CMMI certification.)
(6) Traditional Chinese Medicine international registration subsidy project. (Support shall be provided for the international registration of traditional Chinese medicine.)
3. Demonstration creation projects.
(7) Support for demonstration creation in trade in services. (Support shall be provided to national-level service trade bases, key enterprises, and key projects recognized by the Ministry of Commerce as the lead.)

(II) Outbound investment and cooperation projects.
1. Preliminary expenses. (Support shall be provided for the relevant expenses incurred by enterprises to obtain projects before registering (filing) in the final host country, purchasing resource rights certificates, or signing foreign contracted project contracts (agreements) for outbound investment, projects, and labor services (excluding the transfer of existing outbound investment rights and interests between domestic enterprises).)
2. Operating expenses. (Support shall be provided for the relevant expenses incurred by enterprises for the operation or construction of the project after registering (filing) in the final host country, purchasing resource rights certificates, or signing foreign contracted project contracts (agreements). Support shall be provided continuously for no more than 3 years from the first application for operating expense subsidies.)
3. Risk prevention expenses. (1. Insurance premiums for personnel of overseas projects. 2. Security fees for overseas projects. 3. Expenses for handling overseas emergency incidents.)
4. Special loan interest subsidy expenses. (Appropriate support shall be provided for special loans obtained by enterprises in our city for major outbound investment projects and foreign contracted project projects.)
5. Overseas mining rights transaction fees. (One-time subsidies will be provided for transaction fees incurred by enterprises at the Chongqing Overseas Mining Rights Exchange for the purpose of acquiring overseas mining rights.)
6. Freight and Insurance Premiums. (Support will be provided for freight and insurance premiums from the overseas place of departure to the domestic port for enterprises that carry out overseas resource development and transport products such as agricultural, forestry, and mineral resources, within the equity production they are entitled to, back to China, as well as for resource products brought back to China in exchange for implementing foreign contracted projects, not exceeding the total amount stipulated in the development and investment cooperation agreement/contract signed with the foreign party. Support will also be provided for freight and insurance premiums from domestic ports to overseas ports for enterprises making outward investments in kind, such as equipment and materials, and for exports of equipment and materials under foreign contracted projects.)
7. Guarantee Letter Handling Fees. (Support will be provided for handling fees of various guarantee letters related to overseas projects of enterprises, such as bid bonds, performance bonds, advance payment bonds, warranty period bonds, and standby bonds.)
8. Service fees for foreign labor cooperation. (Appropriate subsidies shall be provided for the actual expenses incurred during the operation of eligible foreign labor cooperation service platforms. Specifically including: office equipment purchase fees, venue rental fees, information management system development and operation maintenance fees, publicity and promotion fees, training fees, and other expenses.)
9. Labor dispatch expenses. (Support shall be provided for the actual expenses incurred by enterprises in dispatching labor personnel abroad, including passport fees, medical examination fees, visa fees, and training fees.)
10. Special talent training expenses for international project managers. (Support shall be provided to foreign investment and cooperation enterprises that participate in overseas training for international project managers (including domestic theoretical training) recognized by the Municipal Commission of Commerce and obtain the International Project Manager qualification certificate.)
