Notice of Heilongjiang Province on Issuing the Measures for the Administration of Special Funds for Provincial Exhibition Activities

Article 1 These Measures are formulated to regulate the management of special funds for provincial exhibition activities (hereinafter referred to as the "special funds"), scientifically determine the amount of subsidy funds according to the category and level of provincial exhibition activities, strengthen integrated and market-oriented exhibition organization, and improve the efficiency of the use of fiscal funds.
Article 2 The provincial exhibition activities referred to in these Measures are domestic and international exhibitions, booth arrangements, exhibition displays, matchmaking and negotiation, and investment promotion publicity (forums) hosted or participated in in the name of Heilongjiang Province, approved by the Provincial Party Committee and the Provincial Government, and led by relevant competent business departments; as well as exhibition activities organized by enterprises (units) in accordance with the principles of government leadership and market-oriented operation that conform to the province's economic development strategy and reach a certain scale and performance level.
Article 3 The special funds are arranged by the provincial fiscal authority in the annual budget to provide subsidies for provincial exhibition activities led or organized by provincial departments, as well as exhibition activities organized by enterprises (units) in accordance with the principles of government leadership and market-oriented operation that conform to the province's economic development strategy and reach a certain scale and performance level.
Article 4 The special funds shall be jointly managed by the Provincial Department of Commerce and the Provincial Department of Finance. The competent departments of various provincial direct activities shall be responsible for applying for and using the funds, which shall be subject to a planned approval system. The funds shall be used to support the implementation of exhibition activities within the annual exhibition activity plan jointly compiled by the Provincial Department of Commerce and the Provincial Department of Finance and formally approved by the Provincial People's Government. Exhibition activities organized and held by enterprises (units) shall be subject to a filing and approval system, and the funds shall be used to support the implementation of exhibition activities that have been reviewed and approved by the competent department for exhibition approval, conform to the province's overall economic development strategy, and have reached a certain scale and performance level. (1) The Provincial Department of Finance shall be responsible for arranging the annual budget for the special funds, coordinating with the Provincial Department of Commerce to determine the exhibition activities supported by the special funds; in accordance with budget management requirements, coordinating with the annual support proposal put forward by the Provincial Department of Commerce, jointly submitting it to the Provincial People's Government for approval, issuing the budget and performance targets according to procedures, and organizing key performance evaluations of the special funds jointly with the Provincial Department of Commerce. (2) The Provincial Department of Commerce shall be responsible for organizing the application for the special funds, summarizing the provincial-level exhibition activities supported by the special funds, putting forward annual support proposals in accordance with the principles of "selecting the best for organizing (participating in) exhibitions, strict control, and rigorous approval," determining the amount of support funds for each provincial-level activity jointly with the Provincial Department of Finance, jointly submitting them to the Provincial People's Government for approval, and organizing performance evaluations. (3) The relevant provincial direct departments shall bear the primary responsibilities for the management, use, and supervision of the special funds, and shall be responsible for budget preparation, fund application, fund use, final account preparation, and performance evaluation of the special funds. Before the end of December each year, they shall submit the next year's provincial-level exhibition activity plan to the provincial leader in charge for approval, and then submit the provincial leader's instructions together with a formal written application document and attached tables (see Annex 1 for table format) containing the names of provincial-level activities, venues, specific dates, main activity contents, planned amounts, performance evaluations, and other relevant information to the Provincial Department of Commerce. After approval by the Provincial People's Government, each applying department shall organize specific implementation within the approved planned amounts in the following year. In principle, applications for special funds beyond the annual plan shall not be accepted; provincial-level exhibition activities that are truly necessary shall be arranged only after being reported to and approved by the principal leader of the Provincial People's Government. (4) The fund application and use units shall bear the primary responsibilities for truthful fund application, compliant use, and effective management.
**Article 5 Scope of Financial Support** The scope of support from the special fund includes exhibition activities held to promote domestic and international economic and trade exchanges and cooperation, display and sell products, publicize investment opportunities and the investment environment; as well as various activities organized by provincial departments (units) to lead participation in or host events that attract investment from non-local investors. (1) Domestic and overseas investment promotion, investment, and trade promotion activities held in the name of the state or various ministries and commissions. (2) Investment promotion, investment, and trade promotion activities held in conjunction with domestic and overseas exhibitions and fairs. Domestic and overseas exhibitions and fairs include but are not limited to the following types: 1. Domestic and overseas exhibition activities held in the name of the state or central ministries and commissions, which require or designate our province to organize delegations to participate in. 2. International and regional exhibition activities closely integrated with major national development strategies, promoting economic and trade exchanges with neighboring countries and developed countries. 3. Professional exhibition activities that align with the development direction of our province's "4567" modern industrial system, and have significant influence and high visibility in developing new engine industries, strategic emerging industries, traditional advantageous industries, and production and living services. 4. Local exhibitions that require the organization of delegations to participate in, in order to implement domestic regional economic development strategies, promote inter-provincial economic and trade exchanges, paired assistance, and industrial cooperation, and enhance the industrial competitiveness and influence of our province. (3) Investment promotion, investment, and trade promotion activities held in the name of the Provincial Party Committee or the Provincial People's Government. (4) Exhibition activities organized by business associations, chambers of commerce, enterprises (units) inside and outside the province, in accordance with the principles of government guidance and market-oriented operation, which conform to the province's economic development strategy and achieve a certain scale and performance. (5) Other activities approved by the Provincial Party Committee and the Provincial People's Government.
