I. Implementation Procedures of the Facilitation Measures:
"Arrangement" Economic and Technical Cooperation Agreement:
Implementation Procedures for the Facilitation Measures on "Handling Exit-Entry Documents and Endorsements for Mainland Personnel Participating in Exhibitions and Conferences in Macao"
According to the content of the Economic and Technical Cooperation Agreement under the "Arrangement", both the Mainland and Macao sides agree to strengthen cooperation in the会展 industry and support the joint development of the exhibition industries on both sides. To promote the development of Macao's exhibition industry, at the request of the Macao SAR Government and with the approval of the competent national authorities, the Agreement mentions providing facilitation for Mainland personnel participating in exhibitions and conferences in handling exit-entry documents and endorsements for Macao, so as to facilitate Mainland enterprises and personnel in participating in exhibition activities held in Macao. This facilitation measure has been implemented, and the specific implementation procedures are as follows:
1. The SAR Government submits the list of exhibitions requiring Mainland support to the Ministry of Commerce, and the Ministry of Commerce confirms the list with relevant Mainland departments.
2. Relevant Mainland departments, according to their respective functions, notify local foreign affairs (Hong Kong and Macao) departments and exit-entry administration departments of public security organs to provide facilitation for Mainland exhibition participants in terms of the time for processing travel permits and the number of endorsements.
3. Mainland exhibition participants, with the invitation letters issued by the exhibition organizing units listed in the list, can enjoy the relevant facilitation when applying for travel permits and endorsements for Macao at local relevant departments.
4. Travel permits and endorsements for Hong Kong and Macao for public affairs shall be processed at the foreign affairs (Hong Kong and Macao) department of the government where the enterprise is located; travel permits and endorsements for private affairs shall be processed at the exit-entry administration department of the public security organ where the applicant's household registration is located.
II. Issuance of Supporting Documents to Mainland Personnel Participating in Exhibitions in Macao
The招商 Investment Promotion Bureau issues a certificate of "Participation in Exhibitions in Macao" to eligible Mainland individuals participating in exhibition activities in Macao, for the purpose of applying for an "Other" type endorsement. Applicants must submit the "Application Form for Mainland Personnel Participating in Exhibitions in Macao" and supporting documents for work related to the exhibition activity (including but not limited to certificates issued by the applicant's affiliated organization, invitation letters, recommendation letters, etc.) via online application or in person at the Bureau at least 25 working days before the first day of the exhibition activity.
