1. Exhibition Qualification Filing and Personnel Procedures
1. Enterprise Exhibition Filing
Filing with Macau Trade and Investment Promotion Institute (IPIM): Submit the "Exhibitor Registration Form" to the Macau Trade and Investment Promotion Institute, along with the company business license, exhibition invitation letter, and booth contract.
Mainland commercial approval: If it is a state-owned enterprise or public institution, it is necessary to obtain the "Official Approval for Travel to Macau" through the competent mainland authority.
2. Personnel Entry and Exit Endorsements
Mainland personnel:
Business endorsement (S endorsement): Submit the "Application Form for Exit-Entry Permit for Traveling to and from Hong Kong and Macau," the invitation letter from the Macau organizer, and the exhibition contract to the Exit-Entry Administration Bureau at the place of household registration.
Individual travel endorsement (G endorsement): Applicable to residents of Guangdong Province and 28 open cities including Beijing, Shanghai, and Hangzhou, allowing independent travel with a maximum stay of ≤7 days per visit.
Group Tour Endorsement (L Endorsement): Residents of other cities must enter and exit with a tour group, with a stay of ≤7 days.
If multiple entries are needed: Apply for the "Other Type Endorsement" (valid for 1 year with multiple entries, each stay ≤7 days).
Foreign personnel: Visa-exempt nationals may enter directly with a passport; non-visa-exempt nationals need to apply for a visa in advance (such as visa on arrival or embassy/consulate visa).

(2) Specific Operational Procedures
1. ATA Carnet Procedure:
Submit to the China Council for the Promotion of International Trade: cargo list, statement of purpose (noting "exhibition + sales"), and company qualifications.
Macau Customs Clearance: Declare with the ATA white import slip, packing list, and exhibition invitation letter.
Post-Exhibition Handling: Re-export within 30 days; overdue items require tax payment or conversion to formal import.
2. Sales-Oriented Exhibit Customs Clearance:
Export Declaration (Mainland):
Determine the HS Code of the goods and entrust a company with import/export rights to handle customs declaration.
Submit: customs declaration form, sales contract, commercial invoice, packing list.
Macau Import:
Fill out the Macau "Temporary Import Declaration Form", noting "exhibition and sales purposes", and apply for duty exemption (limited to sales during the exhibition period).
Goods must arrive at the Zhuhai warehouse 15 days in advance, and a cross-border logistics company should be entrusted for transshipment.
III. Application for On-Site Sales Permits at the Exhibition
Temporary Sales License:
Application Form: "Application Form for Temporary Commercial Activity Permit" (submitted to the Macau Economic and Technological Development Bureau).
Materials: company registration certificate, booth contract, product compliance documents (e.g., electrical appliances require safety certification).
Approval Time: 7-10 working days, with a fee of approximately 500 Macau Patacas.
IV. Tax Registration and Sales Compliance
1. Tax Registration:
Exhibition sales must be registered with the Macau Financial Services Bureau using the "Professional Tax Application Form" (Form M/5) to apply for a temporary tax number.
Pay 5% consumption tax (service tax) based on sales revenue, and retain sales vouchers for inspection.
2. Fund Settlement:
Open a Macau bank account or third-party payment (such as Macau Pass or MPay) to ensure foreign exchange compliance.
5. Summary of the Full Exhibition Process
1. Preparation Stage:
Personnel endorsements (1 month in advance) + exhibit customs clearance (10-15 days in advance).
Sales license application (2 weeks in advance).
2. Setup Stage:
After exhibits arrive in Macau, schedule customs inspection and verify the ATA Carnet.
3. Exhibition and Sales Stage:
Display temporary sales license, clearly mark prices, and issue receipts.
4. Teardown Stage:
Unsold goods: re-export (ATA) or transfer to bonded warehouse (subject to tax payment).
