Notice of the Hainan Provincial Department of Finance and the Hainan Provincial Department of Commerce on Issuing the "Measures for the Management of Funds Supporting the Development of the Exhibition Industry in Hainan Province"
Finance bureaus and commerce bureaus of all cities and counties, Yangpu Finance Bureau and Economic Development Bureau, and all relevant provincial direct units:
In order to standardize the management of funds supporting the development of the exhibition industry in our province and improve the efficiency of fiscal fund utilization, the Hainan Provincial Department of Finance and the Hainan Provincial Department of Commerce have formulated the "Measures for the Management of Funds Supporting the Development of the Exhibition Industry in Hainan Province," which have been approved by the provincial government. They are hereby issued to you for earnest implementation.
Chapter I General Provisions
Article 1 These Measures are formulated to standardize the management of funds supporting the development of the exhibition industry in our province (hereinafter referred to as "provincial exhibition funds") and to improve the efficiency of fiscal fund utilization.
Article 2 Provincial exhibition funds as mentioned in these Measures refer to funds arranged from the provincial key industry development special funds or the annual departmental budgets of provincial industry competent departments (including the China Council for the Promotion of International Trade Hainan Provincial Committee, hereinafter the same) for supporting the development of the exhibition industry.
Article 3 Provincial exhibition funds focus on supporting the introduction of major domestic and international exhibition brands, vigorously cultivating existing key professional exhibitions or conferences within the province, and actively building a number of well-known domestic and international exhibition brands.
Article 4 Provincial exhibition funds shall be jointly managed by the Provincial Department of Commerce, provincial industry competent departments, and the Provincial Department of Finance.
The Provincial Department of Commerce is responsible for providing macro-level guidance and industry statistical analysis for the province's exhibition industry, compiling the province's exhibition industry development plan, jointly with provincial industry competent departments preparing the annual provincial exhibition support plan and budget; coordinating and consolidating fund allocation plans formulated by provincial industry competent departments, conducting annual performance evaluations of exhibition funds, and jointly with the Provincial Department of Finance carrying out assessment and supervision of fund utilization.
Provincial industry competent departments are responsible for introducing major exhibition brands and organizing the application work for exhibition projects; organizing fund applications and reviews for professional exhibitions or conferences included in the annual provincial exhibition support plan; setting performance targets for fund utilization, and carrying out performance tracking, monitoring, and self-evaluation of fund performance.
The Provincial Department of Finance is responsible for the budget management of provincial exhibition funds, reviewing the annual provincial exhibition support plan, and disbursing funds in accordance with prescribed procedures.
Article 5 Leveraging the policies of the Hainan Free Trade Port, actively attract renowned domestic and international exhibition brands to hold exhibitions and conferences in Hainan, guide and promote the development of the province's exhibition industry toward specialization, branding, internationalization, professionalization, marketization, and innovation, encourage organizers of professional exhibitions or conferences to launch online exhibitions or conferences for their offline brand exhibition or conference projects, explore new models of synchronized interaction and organic integration between online and offline events, and strive to build Hainan into a domestic and international exhibition destination with the highest level of openness under the strategic positioning of a free trade port with Chinese characteristics.
Article 6 Municipal and county governments are the main entities responsible for promoting the development of the exhibition industry, and are responsible for the planning, construction, and management of exhibition facilities, as well as financial support for the development of the exhibition industry in cities and counties.
Chapter 2 Scope of Support
Article 7 Provincial exhibition funds are mainly used for the following scope:
(1) Professional exhibitions or conferences hosted or co-hosted by the provincial government.
(2) Existing brand professional exhibitions or conferences included in the provincial government's key cultivation plan (excluding professional exhibitions or conferences hosted or co-hosted by the provincial government).
(3) Introduction of professional exhibitions held in our province that rank among the top three in scale within the same industry nationwide.
(4) Introduction of high-end international professional conferences held in our province.
Article 8 Professional exhibitions or conferences beyond the support scope specified in Article 7, as well as professional exhibitions or conferences hosted or introduced by municipal and county governments, shall be supported by municipal and county fiscal funds.
Chapter III Support Methods and Standards
Article 9 Professional exhibitions or conferences that meet the conditions specified in Article 7, Item (1) shall be included in the annual budget execution of the undertaking provincial industry competent department. Market-oriented exhibition and conference organization is encouraged, and the budget for supporting large exhibitions or conferences hosted by the provincial government shall be reduced year by year.
Article 10 Professional exhibitions or conferences that meet the conditions specified in Article 7, Items (2), (3), and (4) shall be supported through ex-post rewards from the provincial key industry development special funds.
Article 11 For professional exhibitions or conferences that meet the conditions specified in Article 7, Item (2), the organizing unit shall be awarded a reward of no more than 5 million yuan per session, with rewards granted for no more than three sessions in total.
(1) The reward amount for a professional exhibition shall be calculated according to the formula: "total exhibition area × 40 yuan/m2/day × exhibition duration in days × 70% + promotional expenses × 30%". If a professional conference on the same theme is held concurrently with the exhibition, the reward amount for the conference portion shall be calculated according to the formula: "total venue area × 90 yuan/m2/day × conference duration in days × 70%".
(2) The reward amount for a professional conference shall be calculated according to the formula: "total venue area × 90 yuan/m2/day × conference duration in days × 70% + promotional expenses × 30%". If a professional exhibition on the same theme is held concurrently with the conference, the reward amount for the exhibition portion shall be calculated according to the formula: "total exhibition area × 40 yuan/m2/day × exhibition duration in days × 70%".
Article 12 For professional exhibitions or conferences that meet the conditions specified in Article 7, Items (3) and (4), on the basis of the reward standards in Article 11, an additional introduction fee reward of 2 million yuan shall be given to the organizing unit for each session. Counting from the first session, consecutive rewards shall not exceed three sessions; if events are held non-consecutively or exceed three sessions, the introduction fee reward shall no longer be granted.
