Notice on Further Strengthening the Management and Support for Foreign Trade and Economic Cooperation Enterprises in Jilin Province Participating in International Exhibitions

　To the Commerce Bureaus of all cities (prefectures), the Commerce Bureaus of the Changbai Mountain Management Committee, Changchun New Area, and Meihekou City, and the commerce competent departments of counties (cities):

　　In order to encourage enterprises in our province to explore the international market by participating in high-quality international exhibitions, while actively responding to the impact of the COVID-19 pandemic, support marketable products and services in accelerating the development of the domestic market, build a dual-circulation economic development pattern of international and domestic markets, promote the integration of foreign trade products and services into the domestic major circulation, and further increase support for enterprises participating in international exhibitions. The specific support matters are as follows:

　　I. Scope of Support

　　1. Overseas international exhibitions refer to international comprehensive or professional exhibitions held overseas (including Hong Kong, Macao, and Taiwan), as well as various economic and trade exhibitions approved by the competent authorities of our country to be held overseas.

　　2. Domestic exhibitions refer to international exhibitions, professional exhibitions, and export-to-domestic sales exhibitions uniformly organized by the commerce competent departments at all levels in our province, as well as international exhibitions hosted or undertaken by the Ministry of Commerce and its affiliated units.

　　II. Support Standards

　　(1) Booth Fees

　　For the first two standard booths used in a single event, full support is provided; for the third standard booth and above, support is halved. For exhibitions held overseas, support for a single booth shall not exceed 50,000 yuan (RMB, same below), support for a single event shall not exceed 150,000 yuan, and annual support shall not exceed 600,000 yuan. For exhibitions held domestically, support for a single booth shall not exceed 20,000 yuan, support for a single event shall not exceed 60,000 yuan, and annual support shall not exceed 200,000 yuan. 

　　(2) Exhibit transportation fees 

Transportation costs for exhibits incurred from a single overseas exhibition shall be supported with no more than 10,000 yuan, with cumulative annual support not exceeding 50,000 yuan. Transportation costs for exhibits incurred from a single domestic exhibition shall be supported with no more than 6,000 yuan, with cumulative annual support not exceeding 30,000 yuan.

(3) Personnel expenses

If actual incurred expenses are lower than the support standard, support shall be provided based on actual incurred expenses; if actual incurred expenses exceed the support standard, support shall be provided based on the amount of the support standard. Personnel expenses for no more than 2 person-times shall be supported for a single exhibition participation; cumulative annual support for exhibition participant personnel expenses shall not exceed 10 person-times.

(4) Relevant notes

1. "Participation in exhibitions" mentioned in this notice refers to exhibiting enterprises that have obtained booths, with the number of exhibition days generally not less than 3 days. Enterprises visiting exhibitions are not within the scope of support under this notice (except for special requirements of our department).

　　2. When an enterprise applies for relevant support projects, it shall, in accordance with the requirements of the national and provincial foreign trade and economic cooperation fund notices, provide authentic supporting materials related to the exhibition, such as the booth subscription contract, booth fee invoice, booth fee payment voucher, or the entrustment document and payment voucher between a third-party agency and the exhibition organizer, the passport and entry-exit visa records of the participating personnel, relevant product lists, transport documents and invoices, booth renderings, booth photos, and participation videos.

　　3. The actual number and price of booths shall be determined comprehensively based on materials such as the booth area confirmation letter provided by the organizer (or a third-party intermediary), the bank payment slip paid to the organizer, and the invoice. A standard booth is defined as 9 square meters. For non-standard booths, those less than 9 square meters shall be counted as 9 square meters, and those exceeding 9 square meters shall be converted based on the standard of 9 square meters.

　　4. When applying for support related to personnel expenses, the enterprise shall provide the labor contracts or proof of labor relations of the relevant personnel.

　　5. If participating personnel accompany a business delegation uniformly organized by the competent commerce department to make side visits to other countries, the personnel expenses for participating in the exhibition and economic and trade activities shall be supported as a whole under the same project, with the support amount increased by 40% based on the personnel expense support standard for participating in international exhibitions; for enterprises that participate in the business delegation uniformly organized by the competent commerce department but do not participate in the exhibition, the personnel expense support amount shall be increased by 30% based on the personnel expense support standard for international exhibitions.

　　III. Support Targets

　　Legal persons that are lawfully registered with the market supervision and administration department of Jilin Province (formerly the administrative department for industry and commerce), have independent legal personality, pay taxes in accordance with the law within the province, have no illegal or non-compliant acts in production and operation, and have lawfully completed registration for filing as foreign trade operators. 

　　IV. Strengthening management 

If an enterprise is found to have fraudulently applied for participation in international exhibitions, our department will pursue the enterprise's responsibility in accordance with the law.

1. Record the enterprise's violation information into the joint punishment system for dishonesty within the enterprise credit information sharing platform.

2. The enterprise shall not apply for commercial system fund support projects within two years.

3. For enterprises that violate laws or disciplines, the relevant information will be referred to judicial and supervisory authorities.

4. Projects that have already received other financial fund support for participation in international exhibitions shall not be repeatedly applied for.

5. Enterprises that have participated in the same exhibition three times but still have no export performance will no longer receive support for participating in that exhibition (service export performance is based on service export contracts and foreign exchange receipt vouchers).

All relevant departments are requested to promptly publicize and interpret the relevant support policies to enterprises based on actual conditions, promote foreign trade enterprises in our province to make good use of relevant policies to participate in high-quality international exhibitions, and further intensify efforts to develop domestic and international markets.
