Support Content
Article 11 The development funds mainly support the following contents: overseas exhibitions; enterprise management system certification; various product certifications; overseas patent applications; international market promotion; e-commerce; overseas advertising and trademark registration; international market research; overseas investment (bid) tendering; enterprise training; overseas acquisition of technology and brands, etc.
1. The support content for overseas exhibitions includes:
· Booth fees (venue rental, basic booth, tables and chairs, and lighting);
· Public booth construction fees;
· Overseas freight and miscellaneous charges for large exhibits.
· Group projects require more than 10 enterprises to participate in the exhibition.
2. The support content for enterprise management system certification includes:
· Certification fees for quality management system standard certifications such as the ISO9000 series;
· Certification fees for environmental management system standards certification such as ISO14000 series;
· Certification fees for occupational health and safety management system certification;
· Certification fees for health management system certification;
· Certification fees for other enterprise management system certifications.
3. The supported content for various product certifications includes:
· Certification fees for Software Capability Maturity Model (CMM) certification;
· Certification fees for product certifications such as CE, FDA, CL, COS;
· Inspection and testing fees for other product certifications.
4. The support content for overseas patent applications includes:
· Preliminary investigation fees for overseas patent applications;
· Application and approval fees related to overseas patent applications.
5. International market promotion support includes:
· Translation and production fees for promotional materials;
· Translation and production fees for promotional videos.
6. The support content for e-commerce includes:
· Design fees for creating enterprise Chinese and English websites;
· Fees for the construction of special management systems for foreign trade and economic affairs such as export tax rebates;
· Fees for the construction and maintenance of public platforms for online export marketing, such as online trade fairs.
7. Support for overseas advertising and trademark registration includes:
· Advertising fees for publishing product advertisements in overseas media;
· Registration fees for registering product trademarks abroad.
8. Support for international market research includes:
· Round-trip transportation expenses for international market research for no more than 2 personnel per project per enterprise;
· Support for three overseas expenses for personnel according to relevant national standards, with each person's cumulative overseas time not exceeding 20 days per trip, of which a single country (including region) shall not exceed 10 days;
· For exhibiting enterprises that have applied for support for overseas exhibition projects, approval may be granted based on available funds for one additional person to apply for relevant overseas transportation expenses and three overseas expenses for overseas market research projects.
9. Support for overseas investment (bid) tendering includes:
· Costs for purchasing and preparing bid documents;
· Preliminary design fees for the project.
10. Support for enterprise training includes:
· Training material fees;
· Training-related conference fees;
· Fees for domestic and overseas exchange and training organized by competent authorities at or above the provincial level.
More than 50 enterprises are required to participate in the training. 11. Support for overseas acquisition of technology and brands includes:
· Technology acquisition fees;
· Acquisition brand fees.
12. Other projects approved by the Provincial Department of Commerce in consultation with the Provincial Department of Finance.
Article 12: To accelerate the progress of fund disbursement, development funds shall, in principle, support projects that have been fully implemented between October 21 of the previous year and October 20 of the current year (for 2010, the support scope is from January 1 to October 20), and shall be provided as post-hoc subsidies.
Article 13: Development funds shall give priority to supporting the following activities:
· Expansion activities targeting emerging international markets such as Latin America, Africa, the Middle East, Eastern Europe, Southeast Asia, and Central Asia.
· Obtaining international certifications such as quality management system certification, environmental management system certification, and product certification.
· Activities by enterprises in the electromechanical, high-tech, and independently owned intellectual property sectors to expand international markets and optimize the structure of imports and exports.
· Enterprises that demonstrate effective use of development funds, show rapid growth in imports and exports, and submit complete and standardized application materials.
Chapter 5: Fund Management and Usage Standards
Article 14: Based on the annual fund quota allocated by the Ministry of Finance and the Ministry of Commerce, the provincial annual fund quota shall be determined through research. Article 15: Development funds shall support projects that meet the provisions of Article 11 of these implementation rules and have expenditures of no less than 10,000 yuan, with the support amount in principle not exceeding 70% of the amount required for the supported content of the project.
Article 16: The reviewed and confirmed project subsidy funds shall be issued by the Provincial Department of Finance to municipal and county-level finance departments through budget indicators. Within one month of receiving the funds, municipal and county-level finance departments shall directly disburse the full amount to each enterprise as required, and shall not require enterprises to provide corresponding approval documents.
Article 17: To expand the coverage of the promotional effects of development funds, maximum limits shall in principle be imposed on the support amounts for various types of projects. Enterprises that receive substantial development fund support but show slow growth in imports and exports shall have their subsidies appropriately reduced. The cumulative support amount for an enterprise shall in principle not exceed 1 million yuan. The maximum support limits for each project of an enterprise are as follows:
00001. For overseas exhibitions, the maximum support amount for each enterprise project shall not exceed 100,000 yuan.
00002. For management system certification, the maximum support amount for each project shall not exceed 100,000 yuan.
00003. For various product certifications, the maximum support amount for each project shall generally not exceed 100,000 yuan; for product certifications such as color televisions, refrigerators, large engineering projects, and complete sets of equipment, the maximum support amount for each project shall not exceed 300,000 yuan.
00004. The maximum support amount for each overseas patent application project shall not exceed 100,000 yuan.
00005. The maximum support amount for each international market promotion project shall not exceed 30,000 yuan.
00006. The maximum support amount for each enterprise website creation project shall not exceed 30,000 yuan, and the maximum support amount for each online export marketing public platform project shall not exceed 300,000 yuan.
00007. The maximum support amount for each overseas advertising project shall not exceed 30,000 yuan, and the maximum support amount for each trademark registration project shall not exceed 100,000 yuan.
00008. The maximum support amount for each international market research project shall not exceed 100,000 yuan.
00009. The maximum support amount for each overseas investment (bid) tendering project shall not exceed 50,000 yuan.
00010. The maximum support amount for each enterprise training project shall not exceed 30,000 yuan.
00011. The maximum support amount for each overseas technology and brand acquisition project shall not exceed 300,000 yuan.
Article 18 Expenses incurred in foreign currency shall be converted into RMB at the average foreign exchange rate during the review period.
