2023 Overseas Hundred Exhibitions Market Development Plan
All municipal commerce authorities:
To guide enterprises in precisely "going global" to expand markets, secure orders, and stabilize market share, guide enterprises in exploring diversified international markets, and promote the optimization of export product structures and international market layouts, in light of the actual import and export situation of our province and key market conditions, the Provincial Department of Commerce has formulated the 2023 Overseas Hundred-Exhibition Market Development Plan. The relevant matters are hereby notified as follows:
I. Overall Approach
(1) Stabilize major market shares. Focusing on the 20 key markets, enhance the RCEP markets, stabilize the European, American, and Latin American markets, and expand into the "Belt and Road" and African markets. Strengthen the overall effectiveness of RCEP implementation, with a focus on promoting the expansion of exports of advantageous products such as tires, machine tools, and power equipment to ASEAN, and promoting food and agricultural products, textiles and garments, etc., to leverage RCEP policies to stabilize exports to Japan and South Korea. Increase efforts to explore European and American markets, focusing on promoting the expansion of export scale to Europe and America for energy-saving equipment, pharmaceutical chemicals, green building materials, deeply processed agricultural products, machinery and equipment, sports and leisure products, mid-to-high-end textiles and garments, auto parts, and hardware building materials. Precisely align with the market demands of the "Belt and Road" and Africa, and promote key products such as machinery and equipment, hardware building materials, tires and auto parts, and power equipment to increase market share.
(2) Increase efforts to cultivate new business format exhibitions. Leverage exhibition platforms to organize a series of "Shandong Products Going Global, Warehouses Filling the World" activities, build matchmaking platforms through exhibitions, and guide provincial cross-border e-commerce platforms, market procurement trade entities, public overseas warehouses, and overseas economic and trade cooperation parks to jointly participate in exhibitions with foreign trade enterprises. After the exhibitions, rely on key cultivated public overseas warehouses to establish Shandong Product Display Centers, expand the "exhibition in front, warehouse behind" function, and provide services such as long-term display, business negotiations, product trading, and logistics distribution for exhibited products, creating overseas exhibitions that do not close when the curtain falls.
(3) Promote the export of electromechanical, high-tech, and green low-carbon products. Focus on building a series of Shandong electromechanical product export exhibitions, with a focus on guiding products such as household appliances, automobiles and parts, CNC machine tools, and agricultural machinery to expand market share in ASEAN; encourage new energy products, photovoltaic power generation equipment, electronic consumer goods, electrical equipment, and auto parts to actively expand into European, American, Japanese, and South Korean markets; promote the expansion of exports of agricultural machinery, machinery and equipment, and electronic appliances to the African market. Focus on high-growth export potential enterprises such as gazelle enterprises, specialized and sophisticated enterprises, and manufacturing single champion enterprises, guide enterprises to tap into high-end markets through exhibitions with "one enterprise, one policy", and guide advantageous industries such as new energy vehicles, energy-saving and environmental protection equipment, and green chemicals to participate in series of exhibitions with "one industry, one policy".
(4) Promote the optimization and upgrading of agricultural products, textile and garment exports. Focus on guiding aquatic and marine products, condiments, food ingredients, fresh fruits and vegetables to explore high-end markets such as Europe and North America; promote vegetable products, meat products, food and beverages and other agricultural products to further expand market share in Japan, South Korea, Southeast Asia, the Middle East and other regions; guide enterprises in high-end fabrics, mid-to-high-end ready-made garments, and fashionable home textiles to explore high-end markets.
(5) Joint efforts between provincial and municipal levels to expand markets. The Provincial Department of Commerce will organize and implement host-type exhibitions around the annual task objectives. Each city will select key exhibitions to organize from the key recommended exhibition list based on local industrial characteristics and enterprise needs, formulate annual municipal market development plans, and coordinate the use of central, provincial, and municipal special funds as well as resources and channels such as provincial cross-border e-commerce overseas public warehouses, overseas economic and trade cooperation parks, and overseas marketing networks to guide enterprises in exploring market potential and cultivating new growth points.
2. Overall Arrangements
In 2023, 130 exhibition projects are planned, all of which are offline exhibitions. This includes 10 host-type exhibitions and 120 key recommended exhibitions.
(1) Host-type exhibitions. In the form of hosting or co-hosting, in markets such as Japan, Singapore, Russia, Hungary, Nigeria, Tanzania, and the United States,
10 export commodity series exhibitions will be held to build a platform for exhibitions hosted by our province.
(2) Key recommended exhibitions. Focusing on 20 country markets in regions such as RCEP, the Belt and Road, Europe, Africa, and Latin America, 120 influential international exhibitions will be recommended. By product industry, there are 38 in electromechanical, 19 in food and agricultural products, 13 in textile and garments, 13 in hardware and building materials, 12 in household products, 10 in pharmaceutical and chemical
products, 7 in comprehensive categories, 6 in sports and leisure, and 2 in service trade.
3. Organization and Implementation
(1) Ensure proper organization and implementation of exhibitions. In accordance with the principle of unified management and classified implementation of overseas exhibitions, the Foreign Trade Division and the Service Trade Division will take the lead in organizing host-type exhibitions and adjust exhibition plans in a timely manner according to changes in the international market; each city will organize and implement key recommended exhibitions based on its actual conditions.
(2) Continue to provide fiscal policy support. To further expand the coverage of enterprise benefits, a subsidy of no less than 80% will be given for booth fees of host-level exhibitions in 2023 and key exhibitions organized by various cities. Host-level exhibitions will be supported with provincial special funds, providing pre-exhibition subsidies for booth fees, booth construction, and exhibit transportation for enterprises participating in the exhibitions, as well as support for exhibition promotion and customer invitation expenses; key exhibitions organized by various cities will be supported through the coordinated use of central foreign trade and economic development special funds and municipal special funds, providing post-exhibition subsidies for booth fees, booth construction, and exhibit transportation incurred by enterprises. Please have each city submit its 2023 municipal market development plan (including specific support policies) before the end of January, determine the key exhibitions to be organized by the city for that year, and report the actual participation and fund usage by the end of June, September, and December. The Provincial Department of Commerce will strengthen tracking and evaluation of fund usage in each city and make dynamic adjustments.
(3) Strengthen evaluation and performance management. The Provincial Department of Commerce will strictly follow the "Measures for the Management of Special Funds for Domestic and Foreign Business Activities of the Shandong Provincial Department of Commerce" and the "Measures for the Organization and Management of Overseas Exhibitions by the Shandong Provincial Department of Commerce" to improve the exhibition evaluation mechanism and strengthen supervision over the service quality of organizers; through the provincial exhibition management service platform, an overall effectiveness evaluation of exhibitions will be conducted. For exhibitions with good implementation results, high enterprise participation enthusiasm, and significant market expansion effects, priority will be given when formulating the next year's exhibition plan. Each city should formulate relevant management measures as required and establish a supervision and evaluation mechanism.
